Lucas Cameron-Vaughn

Lucas Cameron-Vaughn is an attorney with a strong history of advocacy on affirmative impact litigation and civil rights law including cases involving federal and state constitutional violations, Title VI and VII of the Civil Rights Act of 1964, Title IX of the Educational Amendments Act of 1972, the Patient Protection and Affordable Care Act § 1557, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, HIPAA, HOPWA, and the Fair Housing Act.  Lucas’s practice also consists of family and elder law, estate planning, consumer protection and business counsel and services.

 

Lucas’s legal training includes time as a Judicial Law Clerk for the Honorable Chancellor JoeDae L. Jenkins in the Chancery Court of Tennessee for the Thirtieth Judicial District.  While clerking, Lucas developed significant experience in many areas of Tennessee law.  Lucas also previously worked as an associate at McWhirter Law Firm after law school, where he represented federal and state criminal defendants, as well as clients in immigration removal proceedings.

 

Lucas completed legal fellowships at the University of Memphis Cecil C. Humphreys School of Law as well as the University of Tennessee School of Medicine’s Boling Center.  As the first post-doc teaching fellow at the University of Memphis School of Law’s Juvenile Justice & Health Law Policy Clinic, Lucas made headlines when he investigated and pursued civil impact litigation regarding federal and state due process rights, cruel and unusual punishment and equal protection rights for children charged with crimes as adults and held in solitary confinement in adult state prisons prior to trial.  Lucas’s advocacy resulted in legislative enactment of 2018 Tenn. Pub. Acts No. 1045, ending solitary confinement for all children awaiting trial in Tennessee.

 

Lucas also completed a year-long fellowship in health law policy and disability rights law with the University of Tennessee School of Medicine’s Boling Center.  Lucas graduated from the University of Memphis School of Law in 2017.  While in law school, Lucas received the Dean’s Distinguished Service Award three years running for his work on behalf of low-income Tennesseans.  Lucas served as an advanced student attorney with the law school’s Memphis CHiLD Clinic in partnership with LeBonheur Children’s Hospital and the University of Tennessee Health Science Center—where he was responsible for assisting clients with various cases involving childhood disabilities, housing conditions, education and access to health care.  While in law school, Lucas received the prestigious CALI Award for his work in health policy in 2016.

 

Lucas spent his law school summers working with world class legal teams on precedent-setting civil rights litigation with the American Civil Liberties Union of Tennessee and Transgender Law Center in Oakland, California, and co-authored state-level legislative documents in both Tennessee and California.  Lucas is excited to bring his experience to Rubenfeld Law in order to best represent our clients.
